Although the rip-rap filling the ditch may carry sub-surface water to the culvert the surface is beginning to pack with leaves and other debris. This will have the same effect as a filled in ditch and it will carry water directly on to the trail.
We tried this technique in White park and had the same problem. Material filled in around the individual pieces off rip-rap and eliminated the ability of the material to drain from the surface.
